Build the compact around the pans
Eyeshadow packaging should start with pan size and the number of shades, then the hinge and decoration. EHON uses that order so a heavy metallic finish does not fight the closure, and so the mirror still fits.
Pressed-powder and cream-color projects can share a compact family with face products when the brand wants one object language across the line.

Yes. Share both products in one brief so dimensions, color and finish are developed as a set instead of two unrelated molds.
Are mirrors and pans included?
They can be. List the pan size, mirror requirement and any applicator in the RFQ so the quotation covers the full assembly.
